Only one day after her mid-scope update got released in Patch 13.11, Rell is already receiving some hotfix buffs, hoping to push her win rates up again.

The changes are already on the live servers

After a successful Neeko release, Rell was the second of the three planned mid-scope updates Riot promised us. Ivern’s update, which was supposed to be the second one, was scrapped by the developers after the community expressed their disapproval of the changes, and he was only given some small buffs in Patch 13.11.

Unlike Neeko, however, Rell’s changes weren’t as exciting, with her win rate dropping to an abysmal sub-40 percent win rate. Some players also tried her as a jungler, and that percentage dropped even lower to 36 percent, according to U.GG. Luckily for the players, Riot has been monitoring the champion and decided to immediately step in and buff her up with better numbers across basically her entire kit.

The changes are already live, so you should be able to see some improvements in the following days. Below you can find all the number changes.

Rell Hotfix Changes

Base health regen: 7 ⇒ 8.5

W knock up duration: 0.75 seconds ⇒ 1 second

E damage: 25 – 65 + 30% AP ⇒ 35 – 95 + 50% AP

E active MS: 15% – 25% ⇒ 22.5% – 37.5% (max MS unchanged at 30% – 50%)

The changes should be able to make her a little big stronger early on with the increased base stats, but also boost her jungle clear given the Q and W multipliers increased. According to Riot Raptorr, if the changes are still not good enough, they will look to buff her up even more in the following Patch 13.12.
